Would be awesome. Do not see how they could make it work. We all play on the same server/instance when we are in public areas. Not to sound better than thou, but this has never been possible in mmo's. No way to program it. Technology makes this a dream for the future. Still would love to see a small planetary home base, maybe opens when patrol does. First mission could be instanced. Just my two cents on your wonderful idea.
