If exotics weren't meant to be bought as well as "earned", then strange coins would not be in the game, nore would Xur and all of the agents of the nine. The only way to "earn" said exotic weapon is from Exotic weapon bounties. Everything else is RNG.

Also exotic bounties are rng. 2 months in of turning in bounties and I still have yet to have an exotic bounty come up for me.
