it could also be that it resurrects dead golden age soldiers, because they were the best...the pinnacle of human warriors, and so many of them were lost in the collapse, on all our worlds....not enough of them to pass on training and whatnot.....and the best are needed to win the fight, so you bring them back, and hope that what made them such good soldiers originally, survived their death, and resurrection..
