Im level 29 and cant finish solo. I have to go through a whole clip with my maxed out ICE BREAKER to even break the shields of a harpie. Either they nerfed the ice breaker or they made the shields way too strong. Either way, Im done playing this game after tonight.
They definitely nerfed the ice breaker. Also trying to kill a pretorian (however its spelled) is next to impossible.

Think they turned up resist effect, not turned down ice breaker though it's the same overall effect. Use the appropriate damage type to smack the shields off.

Now that you mentioned it I have had trouble taking the shields off a normal captain on the nightfall. Had to switch to my arc sniper.
