Bungie did say that a fully maxed weapon in the hands of a low rank player would still be dangerous.
Effectively they would be glass cannons.

We're both glass cannons equally if we die in one shot.

True but special or heavy (rocket launcher) weapons were always incredibly powerful. They always one shot everything. We can take more damage but a direct hit will be death for us all. We simply have a better chance of surviving indirect or partial hits than lower lvl players.
