I killed a level 23 bladedancer during his super in close quarters. I feel like that's proof enough that level definitely matters this time.

Fair enough. I meleed a 24 titan to death after shrugging off his Fist of Havoc. Does that count as proof?

Yeah but what people don't understand is light level effects you ABILITIES you attack and defense are unrelated to Light level

Ive also not died from lower level titans using fist of havoc on me. And I was with 5 feet or so of him when used. I was damn close to dead but still alive thats for sure.
