Yeah, Spray and Pray is definitely one of the better perks in that slot. They're all pretty useful in that slot depending on the situation. Rangefinder is in that slot as well as Counterbalance/Rodeo and Hip Fire, plus Persistence and Take a Knee. The worst overall is probably Counterbalance (the effect is weaker overall than Rodeo) and Hip Fire... but even those are good. Hip Fire would seem bad but you can strafe faster when firing from the hip and if you have Aggressive Ballistics you can usually 3HKO with all bodyshots, which makes hip fire pretty viable at close range.
