Yeah, it's pretty powerful! It really helps that so many players completely ignore Armor because they think it's useless. Usually it'll 2HKO unless it's a Titan... and then Luck in the Chamber often activates and gets them anyway. Due to the high damage and lucky shot, it's a great weapon to strafe in and out of cover with. While the ARs can only nail you with a few shots as you pass in and out of cover, just one lucky round from Timur's Lash more than slices their HP in half.
