Honestly, I think the only real change that needs to happen is a nerf to special AMMO. As is, all three are one shot weapons, but the problem is all three can be used the entire match. It's far too easy to find and keep yourself filled and people tend to crutch on that way too much.

This. Also I think Bungie needs to decide wether specials are just a secondary weapon or if they're meant to be a little more powerful and balance them accordingly. Right now they're in an in-between zone which is a problem.

I respect that opinion. I heard it before, and although I'm not sure if I agree with it yet, I see the what your saying, and I respect it.

It's a position that makes sense. I just played a guy who scored 5400. All shotgun kills. (He sucked - think I went 10-1 against him 1v1, scored 6500 myself). The problem is these weapons, with a constant flow of ammo become a crutch. I admit, I used to always have a shotty as a backup to my HC. I'm now running VoC and light/beware and even on the bigger maps, my fusion accounts for probably 70% of my kills (and nearly all streaks, as dumbasses charge my bubble endlessly).
