Well Halo has the Halo Array so I think they win by default.

What's the point of creating a destructive source of power with the goal of eliminating all sentient life for the purpose of stopping the flood's reproduction if the end goal wasn't to "starve out" the flood?

Oh sure they could. With the Forunners still there I'm sure they could find a way to move them close enough. Either that or they could build more and place them throughout the Star Wars Galaxy.
