To even be able to participate in the IB you needed to have some type of raid gear to be above 27 and then do good PvP wise so I agree :D

I had no raid gear nor exotic armor was level 28 and still competed and was usually at the top 3 of team with high score.... Iron banner was a grind but it wasn't terribly hard I started at 0 Friday night and was 4 by Monday night

You can get to 29 without any raid gear 1 exotic (maxed) 3 legendaries (maxed)
