Anything that caps the stat bar with coils is the fastest. Thus, Light/BEWARE and Final Rest II with Accelerated Coils are also the fastest but have all higher stats in other areas than Perun's Fire does with Accelerated Coils.

light beware stock from the vendor appears to be slower, comparison invalid

You wanted to know if it's the fastest. I just wanted to clarify that there are several other models that, with AC, charge just as fast, that way should you get one of them you won't be thinking that Perun's is still faster.
