Because now you trade marks for mats. It would be a never ending cycle to trade your marks for mats then mats for marks to get your rep back up.. rinse repeat

Not if they simply made it cost more, both ways. Most games with NPC vendors do this. Try selling a weapon to a vendor in Skyrim. Now try buying the same weapon back. Do that enough times and you will have no money [b]and[/b] no weapon.
