Actually after I have had time to ponder why it was removed. Was removed due to a loop hole issue. Use you marks to buy as many mats as possible then turn the mats in for reduced rate on marks and rep. Though you would run out eventually kinda a loop hole. But I agree should not have been removed completely, just need to be modified.
