The Vex does have a high rate of fire, but recoil almost ensures that not all will be headshots. Also if you are firing against an elite, than the Vex's DPS goes way down.
The VoC damage output goes down also against elites, but not as much as the Vex.

If you learn to control the recoil then this isn't so bad. I've had extensive use and much prefer the Vex, don't get me wrong the VoC is a great gun and in some circumstances is better than the Vex but i'd say 8 times out of 10 I'd prefer to have the Mythoclast. It's only downside is as you point out the damage done to elite's and enemies that do not have crit points, such as minotaurs/ praetorians.

If you find it that hard to control the recoil you can put on the stability modifier (yiu get less impact though) and maybe put 2 or 3 shots into the body of a tough enemy before you shoot and that shoupd give you like max stability, also works without the stability so you hit more but there is still some recoil at the end
