Oh I misunderstood on the first read.
You used to level Crucible marks purely from material exchange and now you can't?
Well, I suppose if you don't do pvp then you shouldn't get pvp rewards.
They should make the faction vendors accepts either crucible or vanguard marks

Yes they now hand out mats to everyone for free but what do we do with them? I have enough to upgrade every weapon in the game, but nothing to do with them! We used to sell them. That's the huge issue

yes he is one of those who just went through and used material for rep instead of just playing...and now he is "forced" to play crucible
