Sure, I understand that the Crucible is tied to the Factions story - but they left that story out of the game, so we return to the question:
Why force PvE players to play PvP, when they are clearly making it easier for PvP players to avoid PvE?
Is it so difficult to gather some resources and chests from a planet when you are on patrol, or even during a story mission or strike for that matter? If you gather resources during patrol, it can literally take you less than 10 minutes to gather 20 resources (especially if you find a chest that contains 10 or 12 at a time).
Seeming silly, goes both ways - It's the logic of the situation that is truly elusive.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
