I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion
Excuse Me Sir, May I Speak?
Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Aight. Listen all. Exotic bond, cloak or what Titan's wear (sorry T's) CLOAK: dark blue, with a lightening pattern down the back and is spiked on the ends and hood. Extends Arc Blade time/ adds a shot to GG. (2x) BOND: clouds about an inch off the arm with lightening dancing around the whole arm. It doubles reputation gained (WHATEVER TITANS WEAR): Kind of similar to Hunters, but it has a different effect; increases rarity of drops and rewards. That, in my humble opinion, is the best non-weapon exotic.

I think every guardian should have the chance to earn an exotic that is customizable. It will be balanced of course, you can't have too much of a good thing. Seeing as how guardians are like explorers in a sense, always bringing back stuff for the Tower, they should be proficient in weapon making from found items. It would be akin to a padawan reaching Jedi and making his/her own unique lightsaber.

This might sound op with such a high impact or a sniper blah blah but if you get the two shots don't forget your recoils gna be worse the ice breaker so yeah.... Pro anti material riffle I'd say I'd be a game changer oh and lastly to be fair considering how necro chasm has mele kills increased reloAd Asa perk on gun I'd slap a perk on it that states weapon is restricted pve only.
