I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion
Excuse Me Sir, May I Speak?
Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

(Rocket "dunks" as it nears it target.) -welcome to the jam, forced upgrade, Gives you weight of darkness x5 for 30 seconds every time you use shut up & slam rounds. The idea is you can swap between straight kinetic damage, Force Damage or lock on damage. Cannot have all 3 one, Only one.

[b]SOLAIRE[/b] [i]Praise the Sun[/i] Rocket Launcher > 6/24 ammunition > does no damage > shoots out a stationary orb of intense blinding light, lasts for 15 secs > can be use to light up dark areas > when in present of the sun, effect lasts for 1 minute and proximity increases Pretty much this rocket launcher blinds the -blam!- out of whoever gets caught in the aoe. And if you get killed or any gets killed, you do the Praise The Sun gesture and then explode causing solar damage to nearby enemies.

Perk 2- Caesar's Folly- Melee attacks from behind deal 150% normal melee damage in PVE. (In PVP this part has no effect). Melee attacks from the front, once landed, grant the wielder a 30% damage reduction.

A duel wielding hand cannon/cannons called daily double and one would do arc damage and the other would do solar and would make the enemy get caught on arc fire and take overtime damage

"Red Menace" - 1 shot kills - can be fired close to long range (long range scope upgrade). - long charge time to compensate for huge damage (a perk to slightly speed it up but still slow). - shows a beam where it is firing while charging. - only holds 3 shots max. - slow reload speed (a perk to increase it but still slow). - you move slower while holding this weapon.
