That's not fairness. If that's the logic you want to use, then let the PvP players buy Raid Gear, Weapons, and Ascendant Materials with their Crucible Marks.
Just man up and earn it. If a PvP player wants Raid gear/Weapons he has to Raid. If a PvE player wants PvP weapons he has to PvP.
Completely fair.
[spoiler]Or you could cry on the forums using sketchy lore and logic until Bungie changes it. Its worked a few times.[/spoiler]
