I mean, you'd have to rank up a LOT of times to get armor with perks and values that complement. A LOT. I mean, I've been ranking them up steadily since release and haven't even gotten an entire set. Maybe 3 of the 4 pieces. And those would match horribly. I really don't see the problem letting the PVEers have faction armor. It's not like you get 30-light pieces from them or anything...
