Two things: 1 - Bungie said raiding isn't the only way to get 30 when TDB launches. 2 - Vanguard is getting a big boost in variety to their items. Add in the rumors that new confirmed vanguard weapons and armor is replicating many of the faction items, the rumors of 'manufacturers' showing up with their own gear, and the rumors that the Queen is going to also have level 30 gear, there is a lot of potential routes to get stuff soon.
