Actually, the new system is probably fairer to all players. Previously, a PvE player had access to all vendors yet never needed to set foot in the Crucible. PvP players, on the other hand, were forced to play PvE in order to get Ascendant and world materials to upgrade stuff, even if the gear dropped in the Crucible or came as a Crucible/Faction rank reward. They also had to play PvE in order to complete the Exotic bounties.
Now, PvP players still need to play PvE if they want to max their gear (and to reach level 30, unless I'm mistaken) and PvE is still a far more reliable place to get Exotic gear (Nightfall). PvE players must play Crucible to get Crucible marks.
I'm a PvE player, but in my heart I can't really see this as unfair. When you look at the structure of Destiny, it really looks like they wanted every player to participate in the whole game, not just PvE or PvP. The previous system had what might be called a "loophole" for PvE players that has now been closed.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
