sorry for my ignorance on armor but...

I thought IB caries the same weight as raid gear. Shouldn't I be at level 30 with raid chest and gloves maxed, IB boots maxed and a maxed exotic helm.

Yes, with those pieces of armor maxed out you will have 120 light which gets you to level 30.
