Well than you're the minority and should just leave and start again. That's why I said vote because you don't know, maybe the other 2 are in a fireteam and one is carrying the other. 2 AFKs are rare (for me at least, usually the other active player is looking back just like I am) I just don't see any other fair way to deal with random AFKs
