Not the worst game ever but, yes it falls painfully short of its potential. The fact that the Loot Cave ever became a thing, speaks to how flawed things are on a fundamental level. I still think the game was meant to be much more than they bit off more than they could chew like with Halo 2. But their agreement with Activision kept them from delaying the game. I don't think it was because they were being greedy or malicious. People are calling for drastic changes, but I don't think that's gonna happen until Destiny 2.
