I remember paying 10 euros for a couple of PvP maps in Halo. Now it's 15 euros, for much more... What's wrong?

Destiny is basically an RPG/MMO style game. Expansions for such games are normally much more extensive and voluminous (cf. Skyrim expansions and Ever Quest expansions).

Because most of this stuff was already in the game.

Who cares what is already in the game and what isn't? It is a simple matter of economics. If the work put into the game has cost them and X amount, they will have to make it back by selling it for a price at which they can make that back. The only question that matters is whether the cost of creating the game, the DLC and the work to maintain it is acceptable for the price they ask for it.
