It is a handcannon that works with a narrow playstyle. It works much like the old Thorn did, before they expanded the magazine just minus the DoT effect. IMHO Clown Cartridge should be replaced with a precision kill increase reload speed perk. That would be in keeping with the spirit of the weapon more then CC. On a side note: anyone wonder why the Vanguard sells a PvP handcannon where the Crucible vendor sells a PvE one?
