Its not even the amount of content, but the quality of the content. If it was three well presented, longer story missions, that actually tied into a longer strike in a completely new area(as opposed to just saying hey this annoying character is back, we tied it together!) and like 5 new PvP maps. I would have at least accepted that since the gameplay of the DLC was generally fun. Its too bad they just couldn't put the effort into what they were planning to offer. Even that amount isn't exactly an true expansion, but I'd have taken it...
