Keep all legendary and exotics from Pre dlc relevant. Not to say anyone should get anything on a silver plater, the relevance should require a grind. A pre dlc fully upgraded raid or IB set should be better than new non upgraded stuff. Start by making new stuff start at the same level as older stuff with exception to new raid and IB gear. Then keep working on content and bugs.
