I'd argue that the Ark is actually a lot easier to get to now then we previously thought and possibly doesn't require the Voi Portal at all.
The UNSC Rubicon certainly seemed to be able to get there and retrieve the remains of 343 Guilty Spark easily enough.

Yeah, through the Portal at Voi. And guess how the Gravemind got there, by rigging High Charity with Neural Physics so it could make slipspace its bitch.

That was the Ark side of the portal. The one at Voi simply shut down as evident by the fact the portal generator reverted back to a dormant state.

Yes. Right after the war's end, ONI recruited any surviving scholars and experts to study the portal generator.
