I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion

Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Cross Me Again Arch/Void Damage "Arrows are the way, the light, upon your path" Exotic Crossbow Special Weapon Has a scope just like the Ice Breaker but in green around the outside. Perk 1- Silence- Headshots with this weapon will briefly give invisibility and no red light Perk 2- Too Close - Press the Dpad up to get a reticule without scoping. (Decrease Range, Cannot scope until Dpad down is hit) Perk 3 - Strings of Music - Increase speed of reload by 150% Perk 4 - Fire with Flames - Arrow will act like the Tripmine grenade from the Hunter. (Only 10% of arrows will have this effect, and they last 5 seconds not 15) Increase Mag - 3 to 4 Perfect Balance Low Recoil The arrows in the clip will have flames describing its damages (light fire glow, light blue glow)
