Look at it this way, at least they released the raid a month before the hard mode so that they can fix all the cheeses.
However, the question is, why the -blam!- couldn't Bungie beta test this shit and have it right the first time. What a bunch of idiots.

Because developers and gamers don't play the game the same way. Hundreds of developers vs millions of gamers.. which group do u think is likely to find exploits first?

So then you hire some of those guys to come in and play test your game for you. Have them spend tons of time trying to find cheeses. Most of the cheese that exist in the game are relatively obvious if you are looking for them. Hmmm, there's a bridge I have to get across? Screw that, I'll just fly. I have to kill Phogoth? Nah, I'll just sit up here and wait for him to come out and snipe him. AOE grenades move enemies? Let's surround Atheon and see if he moves off the edge.

Lol yea let's hire some random gamers we know nothing about and risk the spoils spilling out over the internet, it's fairly obvious why they don't do this. Playtesters are generally pros in a particular game or within bungies friends and family circle.

Then you have them sign non-disclosure statements and pay them. If they leak info early you sue their balls off. If they fail to find any cheeses and a bunch come out the day after a raid release, you fire them and find someone better. Kind of how any job works really. Edit: not to mention raid info came out for WoW early all the time and it didn't exactly hurt it...
