I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion

Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Hands of the Dark "If the hands are dark you must be darker for taking them from a corpse" -Ghost Starts with Arcane damage type Handful The hands weigh the character down with weight of darkness x5 when equipped. Poison Aura Enemies around a guardian with the hands equipped are damaged and slowed. Perk 1 Flight While the hands are equipped the guardian can take flight for a short time(5-7 seconds) This replaces the guardians normal jump. Perk 2 Corrupted Ground If an orb shot collides with terrain and not an enemy I creates a small explosion dealing small amounts of splash damage. Damage to a level 30 enemy with level 30 Guardian 230 damage per orb cannot critically strike Poison aura deals 45 damage every second Orb explosion 115 damage in a small radius No clip but starts to hurt the guardian after firing for longer than 3 seconds the self inflicted damage is the equivalent of 11 per orb after 3 seconds. Fire rate of 240 rounds a minute or 4 a second. Has no direct recoil so aim is always on point. If you haven't noticed they are wizard hands. An orb detonates after flying for 2 seconds without collision this detonation deals no splash damage
