There's really no way for them to tell if you unplugged your Internet , the power went out , or some fat Italian guy came in and smashed your system with baseball bat. The host migration is what keeps crota on his knee.

You are right if it happens once or twice, but you gotta remember that the servers keep a log of everything you do. If your gameplay in the Raid becomes a trend, it will be noticed eventually and can be monitored by an actual person. So yeah they can tell if it is being done on purpose or not.
