I agree 100%. Raids have essentially been broken by the hardcore grinders and cheesers to trickle down loot. I say it's 100% fair they nerfed the vault of glass gear with the dark below sets because they were ubiquitous and mostly cheesed not earned before the ledge patch was fixed.
