They're not going to ban anyone who's cheesed it. Seriously, so many people have cheesed it at this point there would be an internet-wide Bungie boycott if half the userbase was suddenly locked out from playing the game. Also, comparing cheesing to stealing from a cashier's register is a TERRIBLE analogy. There are no discernable damages to anyone from cheesing (apart from making it difficult to decide who to raid with when hard mode drops), whereas stealing from a merchant actually impacts and damages said merchant.
