You can customize your character more if you play crucible as the majority of your time or at least as a large portion of it. If you're mostly or all PvE, you'll be limited to Vanguard armor since you can no longer trade in materials for crucible marks with which to buy faction gear. So you're going to wear one of two sets of armor. Or Raid gear if you have it. This is customization, yes, but only in the strictest sense of "having more than one option." But not what many are looking for, that is, multiple options independent of any one game mode.
Even making the faction gear, but not the Lord Shaxx Crucible gear, available for purchase with vanguard marks would greatly increase player options. It would effectively double the number of aesthetic option at the legendary tier for PvE players. Assuming factions give Crucible commendations on level up. I haven't leveled up enough since the expansion to find out first hand. Or just let DO, FWC and NM accept Vanguard or Crucible currency. You can get a combined 200 marks per week. So you could buy at most two pieces per week. Is that too quick of a progression for you, Bungie?
And on an unrelated note. I'm watching my Xbox re-download the same updates yet again. Fix your shit.
