All the content is done. . .the "new" armor for titans that was mysteriously already in the games cover, the wealth if evidence that locations already existed on the map. At my company we call what's happening "maintenance only mode" basically all the profitable work is done so only minor tweaks are made. There is no further development because any additional time put into the game would not produce proportional profits. They have the DLC complete and in their pocket waiting for release. To dream of full scale changes and extensive new content is a dream. The most you can hope for is coding changes requiring a tweaking if numbers or perhaps one additional line of code (vault space increase, weapon nerf/buff).
If I may be so bold: do you think it was coincidence that they had crafted playtime extending barriers way back when the DLC was originally finished. It's fairly common knowledge in the gaming community that the issuance of DLC is usually in response to a waning in the player base as players get bored of the core game. Which brings to light another much more scary question: did bungie vision know this game was going to flop so hard that they planned for a DLC release 3 months from launch?
