The mechanic already exists in the game, with the Radiance Perk that reduces cooldowns for nearby allies. Not quite sure why this wouldn't work too, nor why some feel it would be a bad idea! The closest thing we have now is probably the Titan Defender with Ward of Dawn granting a shield by passing through.
