swordbreaker
First of all is sword breaker a good shotgun? or a good weapon in general? got it last night.
second of all does the hive major perk work outside of the raid?
finally how.many energies roughly do I need to upgrade the weapon past its initial stage? not online at the minute so cannot count that way.

21 Energy, most people would consider Swordbreaker as the worst Raid weapon, perks will work outside of raid, shotguns have limited use in PVE, and PVP wise Found Verdict is probably better option.
