Last 2 level ups for vanguard on my warlock, 1 commendation and energy both times, wtf?

Level 9 on my dead orbit, 8 on monarchy, 5 on war cult and 50 on cryptarc, still no shaders lol friends all got theirs on 6,8,9,10,etc..

I've had 17 commendations across 3 characters since the dlc I've gotten of the same rocket launchers tons of energy and shards....all I want is a decent hand cannon
