You are taking this [b][i]way[/i][/b] too far. I find Gjallarhorn is just fine for PvE because it is perfect for what you need to do in it, deal a metric buttload of damage to a bullet-sponge boss. I suppose a nerf would be nice in PvP, maybe fewer wolf pack rounds so it can't wipe out a whole team in one go. Also, have it only hold one clip (2 rockets) total? Are you okay in the head?
