You've made a point a was thinking of making about the speed of the releases. I think things are moving too fast and are therefore causing this issue. However, VoG is not meant to be relative forever. It's difficulty is capped at 30 and weapons capped at 300. They want you to buy the expansions and play the new stuff, get new stuff, and grind to max that new stuff. That's where the money is. There is no money in upping the difficulty of VoG or the weapons you can get from it. If you don't buy the expansion that's ok because they have your money from vanilla destiny and they are no longer investing in vanilla destiny. Again, it does NOT make business to move old stuff along and right now VoG is old. By old I mean obsolete to guardians that have begun to move past level 30 of course except for shard and energy farming. It is just fine for guardians working toward level and it is fun to play. You are not talking about just managing an old product but making it as good as the new product and that is two different things! They've managed the old product as far as they intended already through updates and hotfixes. Don't expect any more VoG changes. I will acknowledge that it is not written in stone that no changes will come but I highly doubt they will because it IS pissing in wind from a business standpoint. They want you to move on or you can keep playing the old without them making further investment into the old. I don't see what is so hard to understand about it.
