Except that's not the point at all. The VOG Raid weapons are all solid weapon choices, and provide flexibility in situations that call for them. The elemental primaries are a huge benefit, but are not the key focus in wanting them upgraded to 331. The NITLS Scout Rifle is stronger than the VoC, but the benefits that the VoC provide are too good to pass up.
