I used to agree with those who would say "It's an MMO. When an XPAC releases in WoW they don't update raid weapons to bring them to the same level as new raid weapons.".
However after playing Destiny for some time now I am starting realize this game is not a traditional MMO like WoW and I agree with Bungie's description of it being a "Shared World Shooter". That places this game in slightly different category than WoW. Also the fact that DLC is released in a 3 to 4 month cycle and gear drops are painfully at the will of RNGesus, no one will want to grind out a Raid for a particular weapon to only have it become marginally useful a month later.
I think the best thing to do would be to update weapon stats on raid drop weapons only for each DLC on each Destiny release. If it's a legendary raid weapon, it should be update to be close to one tier below the current Attack value for newer DLC legendaries. All Exotics should be updated to match the current Attack value cap for newer DLC.
