Milligan is one of the best rocket launcher perks in the game. Especially for crucible. If you hit the ground at someone's feet it doesn't count as actually hitting them with the rocket so there is a chance that rocket is returned to the mag. Then you do it again and that rocket has the same chance to come back. Lol. Greatest non raid legendary is clown cartridge and mulligan

Not in my experience. Had clown cartridge songs Mulligan and in a crucible match turned 8 rockets into a nice 12. Ran around with that the whole match. Lol
