Explosive rounds do more damage than usual if its a precision shot. They so the same amount of damage on body shots, its just spread out in an area also. But the same amount of damage is done to the enemy who is actually shot.
However, explosive rounds with firefly perk makes precision shots not work to their full capability for some reason

Ok. My Crusader I has both perks so I didn't know that. I was testing it against my VoC and was surprised to see it did less damage at 331 than my 300 VoC. Changed the rounds and it did significantly more damage.
