Thy should just come out with a new Extra Hard mode for the VOG that drops new versions of the weapons or ideally drops "legendary shards" that can be used to upgrade raid weapons similar to the way we upgrade exotics now. That would solve all the problems. Have it come out when House of Wolves comes out or a month after Hard CE comes out. It would keep people playing VOG, which they should, and it makes leveling the guns pretty difficult. They could even make it "legendary primary shard", "legendary secondary shard", etc. You would have to pick and choose which guns to level first. Also with more and more content, people won't have time to do VOG just for fun. CE, HOW, nightfalls, and dragon strikes will have higher priority.
