That is so odd because I feel like those are given out like candy... I've got 3 in my inventory and I've probably broken down about 3 others. You are not the only one though... I have a friend who has been trying to get that gun forever and it just doesn't drop for him.
Pretorian's Foil was the gun that didn't drop for me for a very long time. I think I got my first one about 3 weeks ago

Run the atheon fight on normal. There is a smaller loot pool so your chances of getting the epilogue are higher.

I agree, I have one on every character as a weapon placeholder. Many VoCs. No Fatebringer though.

Still missing the Foil as well. Only that and the Epilogue. Hoping I can get one of them today.
